Commotions in relation with communication tower in Badung appear onto the surface once again and it also become a hot topic in the central capital city of Jakarta. Ministry of Communication and Information will soon send a letter to the Ministry of Internal Affair considering the collapse of 31 communication towers by Badung Regional Government in the beginning of February 2010.
“After it discussed and formulated at the first week meeting on February 2010, the Ministry of Communication and Information in the next few days will send an official letter to the Ministry of Internal Affair,” said The Central Chief of Information and Public Relationship of Communication and Information Ministry, Gatot S. Dewa Broto in Jakarta on last Sunday (February 7).
According to him, those towers demilition based on the absence of Izin Mendirikan Bangunan (IMB) – Building Establishment Authorization – under the Province Bill Number 4/PD/DPRD/1974 about building, it is feared could bring negative impact for Bali as well as public service continuity and the stability of local security.
According to Gatot, the same rule also did not regulate any obligation for them to have IMB in developing telecommunication tower. The letter will become the second one send by the Minister of Communication and Information since Minister Mohammad Nuh had sent a letter once around last year related to the same issue.
“Especially for the recent letter, the substance is far more serious and with a very special management, it was due to that last meeting on February 1st 2010, besides Commission 1 DPR there was also The Minister of Communication and Information. They forced the Ministry of Communication and Information to prevent one sided crumple toward several telecommunication towers in Badung Regency,” he said.
If that act left over, it is feared will give far greater impact that potentially could be followed by other regencies without any heed toward the collective regulation that was compiled from various ministry. They are the Ministry of Internal Affair, Ministry of Public Labour, Ministry of Communication and Information and Head of BKPM regarding to the Telecommunication Tower Collective Development and Construction Guideline No. 18 Years 2009, No. 07/PRT/M/2009, No. 19/PER/M.KOMINFO/3/2009 and No. 3/P/2009.
As a reflection, when the tower demolition in Badung first happened at the end of 2008 until in the beginning of 2009 where there were 148 towers existed and 12 of them knocked down. Meanwhile, at the beginning of 2010 there were 200 towers existed and 31 towers and 84 BTS knocked down.
His party also urged the telecommunication company not to turn off their BTS (Base Transceiver Station) and they did not considering the last event happened toward their towers. Though in some area where the tower did not working anymore triggered telecommunication signal scarcity.
In the meantime, although there was reprimand letter from the Minster of Internal Affair to revise their regional regulation concerning Telecommunication Tower No. 6/2008 but that effort did not change Badung Regional Government to proceeds with their regulation as far as keep continuing the towers demolition.
Badung Transportation, communication and Information Agency denied the news that Badung accepted a letter from the Minister of Internal Affair on December 2009 regarding the cancelation of that regional regulation.
This, as been asserted by the head of Badung Transportation, Communication and Information Agency, I Made Sutama when NusaBali met him on Monday (February 8), that letter merely about revision not cancelation. Whilst considering tower demolition, Sutama excused that there is none concerning building in Badung regional regulation No. 4/1974.
“There is a letter from central but it was not about cancelation. Still, we will keep conducting demolition here. It has no influence at all since the regulation is not based on regional but provincial regulation,” as Sutama eluded.
Moreover, Sutama said that the letter from the Minister of Internal Affair will has their concern. Yet, Sutama averted that the letter would not canceling or pulling Badung Council initiative considering tower demolition. Sutama said that his party will reconsider points reputed to against the rules above it.
“We would not cancel it but will revise some points that are considers as deviation,” said Sutama who is reluctant to tell which points that are considers as deviations from the central regulation.
